Its purpose is to strengthen the regulatory framework, protect investments, promote local content, and ensure the efficient and reliable operation of Nigeria’s electricity sector. <\/h4>\n\n\n<h4>The following are the highlights of the 6 sections:<\/h4>\n\n\n\n <hr>\n\t<br>\n<div><h4>\n<b>Electric Lines & Plant Protection (Section 224)<\/b>\n<ul>\n<li><b>Protection from Seizure:<\/b> Electric lines and plants installed by a licensee on property not owned by them cannot be seized due to legal actions or insolvency proceedings against the property owner.<\/li>\n<\/ul>\n<br>\n<b>Licensee\u2019s Right to Entry (Section 225)<\/b>\n<ul>\n<li><b>Right to Access:<\/b> Licensees can enter premises to inspect, test, repair, or remove electrical equipment with prior notice to the occupier.<\/li>\n<li><b>Urgent Access:<\/b> With a Tribunal order and 24-hour notice, licensees can enter premises for inspection or testing, even for future electricity supply setups.<\/li>\n<li><b>Non-compliance Consequences:<\/b> Consumers refusing entry may have their electricity cut off after a 24-hour notice until compliance is met.<\/li>\n<li><b>Protection for Staff:<\/b> Physical attacks on licensee staff performing their duties can lead to fines up to \u20a61,000,000 or six months’ imprisonment. More severe penalties apply if the attack results in permanent disability or death.<\/li>\n<\/ul>\n<br>\n<b>Regulations by the Commission (Section 226)<\/b>\n<ul>\n<li><b>Comprehensive Regulatory Authority:<\/b> The Commission can prescribe regulations on:<\/li>\n<ul>\n<li>Administrative affairs, including meetings and investigations.<\/li>\n<li>Licensee duties, application procedures, and performance standards.<\/li>\n<li>Tariff determination methods, fees, and penalties.<\/li>\n<li>Customer-related matters like complaint handling and billing procedures.<\/li>\n<li>Monitoring market power, mergers, acquisitions, and affiliate relationships.<\/li>\n<\/ul>\n<\/ul>\n<br>\n<b>Local Content Compliance (Section 227)<\/b>\n<ul>\n<li><b>Monitoring and Coordination:<\/b> Ensures adherence to local content requirements, promoting domestic participation in the power sector.
