Introduction to the Nigerian Electricity Health and Safety Code

The Nigerian Electricity Health and Safety Code contains the basic provisions for safeguarding of persons from hazards arising from the installation, operation, or maintenance of conductors and equipment in electric supply stations, overhead or underground electric supply and communication lines. It also includes work rules for the construction, maintenance, and operation of electric supply and communication lines or equipment. The standard applies to the systems and equipment operated by utilities, or similar systems and equipment, of an industrial establishment or complex under the control of qualified persons.

Each employer in the power sector must ensure that a safe work environment is provided to all employees, both regular and non-regular. Contractors working at distribution stations, transmission stations, power stations or engaging in any work activities involving power generation, transmission, distribution and servicing are also required to follow the best practices and safety standards defined in this Code.

The Code is designed to save lives.

PurposePurpose

This Code ensures the safety of people during the installation, operation, or maintenance of electric supply and related equipment through basic safety rules for employees and the public. It’s not meant to be a design specification or an instruction manual.






ScopeScope

This Code applies to electricity supply lines, equipment, and work practices used by public or private electric utilities and industrial complexes under qualified supervision. It includes supply up to the service point and electrical wiring beyond that, as well as street and area lights controlled by utilities or agencies. However, it does not cover installations in mines, ships, railway rolling equipment, aircraft, or automotive equipment.

General RulesGeneral Rules

  1. All electric supply and equipment must be designed, built, operated, and maintained according to this Code’s rules.
  2. Entities performing design, construction, operation, or maintenance of electric supply lines or equipment must meet these requirements.
  3. Where specifics aren’t covered by this Code, standard good practices must be followed.








General RulesApplication

  • New Installations and Extensions: These rules apply to all new installations and extensions, though they can be adjusted by the Commission for safety using alternative methods like barricades or guards.
  • Existing Installations: Existing installations that comply with prior rules don’t need to be updated unless required for safety by the Commission or the Nigerian Electricity Health and Safety Standards Manual. Modifications on existing structures should meet the current or original rules.
  • Inspection and Work Rules: Apply to both new and existing installations.

WaiverWaiver

Rules can be modified for emergency or temporary setups:
  • Emergency Installations: Required clearances may be reduced but must be reverted or adjusted as soon as possible.
  • Temporary Overhead Installations: Must meet non-temporary installation standards but can use fewer durable materials temporarily.
