PART XIX - NATIONAL POWER TRAINING INSTITUTE OF NIGERIA
Part XIX of the Electricity Act 2023 comprises sections 185 through 207. These provisions ensure the National Power Training Institute of Nigeria effectively serves as a central hub for training, development, and research in Nigeria's power sector. It fosters capacity building, compliance with technical standards, effective training management and certification.

Establishment and Structure
Creation:
The National Power Training Institute of Nigeria is established as a body corporate with perpetual succession and a common seal. It can sue and be sued and manage property.
Functions of the Institute
Human Resources Development:
Acts as a hub for workforce capacity building and a research center.
Training Programs:
Offers engineering, technical, and other training programs in collaboration with local and foreign institutions.
Capacity Building:
Assists in formulating and implementing pilot projects, ensuring technical standards and compliance.
Learning Solutions:
Provides customer-focused learning and development solutions.
Skills Framework:
Develops frameworks for key skills, knowledge, and behaviors for high-performing industries.
Maintenance Training:
Designs maintenance training programs for industry efficiency.
Professional Programs:
Develops certificate programs, management, leadership, and ICT skills for global recognition.
Consultancy Services:
Undertakes project consultancies for power sector companies.
Powers of the Institute
Contracts:
Enter into necessary contracts.
Insurance:
Insure its property against risks.
Training Centers:
Establish training centers and gender units.
Fund Management:
Manage the Power Training Fund and other funds.
Advisory Role:
Advise the Federal Government on manpower training in the power sector.
Governing Council
Composition:
Includes a Chairman, Director-General, and representatives from various ministries and stakeholders.
Responsibilities:
Manages the Institute's affairs, property, and finances.
Term:
Members serve a four-year term, renewable once.
Director-General
Appointment:
Appointed by the President.
Responsibilities:
Administrative head and chief accounting officer of the Institute.
Experience:
Must have at least 15 years of relevant professional experience.
Legal Adviser
Role:
Serves as Secretary to the Council, attends meetings, manages correspondences, and keeps records.
Academic Board
Functions:
Manage academic activities.
Develop and update training curricula.
Manage exams, issue results and certificates.
Handle admissions and academic research review.
Provide quality reports and undertake additional duties assigned by the Council.
Composition:
Chaired by the Director-General.
Includes Heads of Directorates, Legal Adviser, Head of ICT, and appointed officers.
Can co-opt members without voting rights.
Student Discipline:
Recommend suspension or expulsion, subject to Director-General's approval and Council ratification.
Students have the right to defend themselves.
Financial Management
Statements and Audits:
Prepare annual statements of income, expenditure, assets, and liabilities.
Independent auditors to publish reports within nine months.
Revenue and Expenditure Estimates:
Prepare estimates for the upcoming financial year for Council and Minister approval.
Annual Reports:
Submit annual activity reports and audited accounts to the Minister by 30 June.
Institute's Fund
Sources:
Training fees, budgetary appropriations, consultancy revenue, grants, donations, and legacies.
Management:
Sums received to be deposited in approved bank accounts.
Donations to be used for specific purposes only with approved terms.
Utilization:
Administration costs, Council member expenses, salaries, and property maintenance.
Power Training Fund
Purpose:
Promote skill acquisition and capacity development in the power sector.
Sources:
Accruing funds, loans, grants, contributions, and other income.
Exempt from income tax.
Minister's Role
Supervision:
Exercise supervisory powers over the Institute and its functions.
Legal Provisions
Protection:
Public Officers Protection Act applies to suits against the Institute.
Regulations
Council Authority:
Make internal regulations, effective upon sealing.
